The facts are that IQ tests measure intelligence, that intelligence is largely genetic (between 50 and 80%), and that blacks and Hispanics have lower average IQ. HOWEVER, that doesn't justify racism. That doesn't mean we should discriminate against a Hispanic of black with better genes. That doesn't meant that whites should be separate from other races. If anything, it's a call for the abolition of government programs that promote disgenic trends (i.e. welfare to poor single mothers).

I don't think that it's necessarily wrong to endeavor into a scientific study to try to prove something that you already believe in. All scientists have a hypothesis that they believe before starting a study. Although it may be a strong hint that the study might be biased. But I don't think you can just apply a blanket statement like that to all scenarios. Each scenario should be studied for inconsistencies individually and without collectivizing all of them into one group.
